I don't buy a lot of G.I. Joe: Classified Series but Ross getting things for $9.99 makes me change my mind. Hasbro's Cobra Commander was what I was expecting for the line debut - a 6-inch figure that looks like an idealized version of the cartoon and/or toy. It's not a perfect match for either, but it blends elements of both to give fans a figure where they see it and go "yeah, that's basically right."
This figure is very similar to the bonus "Mickey Mouse" version packaged with the HasLab H.I.S.S. tank. There are some key deco and tooling differences, like the sleeves and the helmet. The "Mickey Mouse" one has a paint job that caters much more to the original toy and its artwork. This one takes a few liberties to make it look more like the Sunbow cartoon.

Hasbro has been pretty good about putting its best foot - and other body parts - forward on its G.I. Joe offerings. For the same price as the licensed guys, you get butterfly elbows and knees. You usually get more gear, or hands. And in the case of Cobra Commander, you get a rarity - a chrome head! The mirror finish looks great, and the helmet has the stripe from the cartoon. The colors tend to match the animation cels with some interesting enhancements. Sure, you get the various pins, but Hasbro also painted his buttons which you don't usually see on figures or in the cartoon. He has hte red stripes on his pants, painted boots, and even the red on his belt buckle. It's a very close match for the 2022 Retro Collection Duke Vs. Cobra Commander [FOTD #2,618] figure, just slightly bigger and better. You get an ab crunch, you get a waist pivot, you get rocker ankles... there's not much you could reasonably expect from a figure, in this era, at this price.

I personally would have appreciated it if the elbows weren't quite so stiff, and I do worry the rubbery part around his waist may not last for the long haul. In the hands of collectors, though, it'll probably be fine for a good long time.
The gear is decent. You get a stand, but the figure balances just fine on his own provided you use both legs. His gripping hands are great, and work well with the blaster and knife. Hasbro also included fists, an open left hand, and a pointing right hand. There are also places to stow his two weapons, with an optional back holster and a not-optional thigh sheath. Nothing seems extraneous, although I would have loved to have a means to store the spare fists somehow. A little Cobra trunk would be nice.

When I picked this up in March, the going rate on Amazon and eBay was hovering around $23. That's more or less what this guy would have cost about four years ago, and a pretty reasonable asking price - but $10 was better. I like having the goofy 1980s cartoon character as a fancy 21st-century figure, but I feel like I don't need to buy a ton more. Maybe a couple. Hasbro does nice work, and I don't think there's much else they would do to make this one amazing. If you have the means (or opportunity), give him a look.
