Technically the second toy of this character, The Thirteen Micronus Prime takes most of its design cues from two really great places. One is the 2015 Robots in Disguise appearance of the character - which is very apparent on the Mini-Con robot mode's face. The other is Hasbro's own "Weaponizer" toys, which gave us Junkions and Micromaster Bases and Dinosaur Skeletons that you could pop apart to be weapons, armor, and other unique user-imagined modes. In short, this is a toy pretending to be a collectible pretending to be a toy, or some such. It's fun.
The teal coloring has some clear bits too, which makes this guy stand out a bit. I wasn't sure if I was going to like it, and I think I mostly dig it save for some bike stability issues. Hipsters and their unicycles are so weird.

The toy is packaged in a bulky robot mode with a silver visor. He's got a wide chest, little helicopter blades on his back, and honestly reminds me of a pastiche of old Takara toys. He's a little bit Acroyer, he's a little bit Diaclone, and the gun fingers remind me a lot of Armada Demolishor. Articulation is good, and you can plop the disc in his chest. It's not particularly useful, just an ornament. The chest has some difficulty staying together, so don't be surprised if it has a gap even after you push it back together.
It's an unusual design, but it's a clever way to get him to be big enough to sell as a $25 figure. The bulky suit is a device worn by a smaller robot, packaged in a Robots in Disguise 2015-style disc mode the plugs in his chest. It's a fun reveal when you're transforming it, and necessary because nothing about the toy in the box says "micro" when you first see it.

Like other Weaponizers, you take off the arms, pop off the legs, and generally dismember the guy into different forms. The legs become a big wheel, which you use for the bike mode. The arms become exhaust pipes, and it's a little silly and a lot unstable. You can fold them down to prop the bike up, but it's a weird choice and not what I'm used to seeing from Hasbro. The disc becomes our hero, complete with 2015-style head. I like his vibe, the paint is good.

The little guy has a little paint, with a few silver and teal highlights. The clear plastic looks good and I pray will hold up, as it can become more brittle with age. Micronus Prime the Mini-Con has decent articulation for a toy of his size, but there's only so much you can do without it popping apart. Hasbro's restraint was reasonable, and yet he still has 5mm fists. These are used to grip the handlebars of his bike mode, and he has little spurs on his heels which tab in some slots on the bike.
The bike mode isn't bad - it's creative, but it's more "toy" than "adult collector thing" since it has no mechanism to remain upright. I'm not upset by this, but it's unusual to see in this day and age. Detail is fine, and I enjoy seeing fanciful sci-fi vehicles. Having a dark green bike with a Hostess Ding Dong wheel is right up my alley, and having a little guy drive a big vehicle is always fun. I'd like to see more things like this where it makes sense, because it feels like you're getting a but more play action here. I don't think anyone's going to buy it just for this one mode, but rather, the ability to use it as "upgrades" for other figures or the unique micro dude.
I am guessing this is one of those figures that will be a slow burn. Today, people are probably going to think about skipping it. In five years, if it didn't get dumped at Ross, it's probably going to be expensive as collectors take a step back and say "Gee, I should have bought the Thirteen and this guy is pretty cool!" Hasbro has been hesitant to explore these guys in a meaningful way on-screen (and in some cases, on the page) so I might be wrong there. Special sub-factions are fun, though, so I'd nudge you to give it a shot if the price is right and you need another toy this week.
